The SGF provides capacity-building opportunities for communities and lays the foundation for a community’s sustainable development by sharing experiences and expertise on Saemaul Undong.
The SGF also widens the scope of Saemaul globalization projects and assists in rural development policy-making by establishing a regional development model.

- Capacity-building : Various awareness and training programs for residents, depending on the surrounding environment and conditions of a pilot village (e.g. training on Saemaul Undong and advanced agricultural technologies, cooperative organization)
- Increased production : Dedicated programs aimed at improving agricultural production taking into account that over 90% of residents are farmers in most of the pilot villages (e.g. rice/vegetable cultivation)
- Income generation : Income–boosting programs focused on transferring knowledge on special crop cultivation or enhancing distribution networks
